चुनावों में हुई भूखों की चिंता

कांग्रेस ने अपने घोषणा पत्र में सबके लिए अनाज का कानून देने का वादा किया है। घोषणा पत्र में सभी लोगों को खासकर समाज के कमजोर तबके को पर्याप्त भोजन देने देने का वादा किया गया है। पार्टी ने गरीबी रेखा के नीचे रहने वाले हर परिवार को कानूनन हर महीने 25 किलो गेंहू या चावल तीन रुपए में मुहैया कराने का वादा किया है। पार्टी की घोषणा लुभावनी लगने के साथ हैरत भी पैदा करती है कि अचानक कांग्रेस को देश के भूखों की चिंता कैसे हो गई। अभी तक पार्टी मंदी में भी आर्थिक वृद्दि के आंकड़ों को संतुलित रखने और औसत आय बढ़ने पर इतरा रही थी। जबकि हकीकत में देश के ग्रामीण इलाकों में भूख और कुपोषण की स्थिति पिछले कुछ समय से लगातार बिगड़ने की तथ्यपरक रिपोर्टें आ रही हैं। लेकिन चुनावों को देखते हुए केंद्र सरकार सहित सभी राज्य सरकारों द्वारा ‘खुशफहमी’ का माहौल पेश करने की कोशिश चल रही है।पिछले माह इस ‘फील-गुड’ वातावरण को शर्मसार करने वाली और देश में अनाज के अभाव में भूख और कुपोषण की असली हकीकत को उजागर करती विश्व खाद्य कार्यक्रम और एम एस स्वामीनाथन फाउंडेशन ने अपनी रिपोर्ट पेश की। इस रिपोर्ट में देश में खाद्य असुरक्षा के प्रति चांैक्काने वाले तथ्यों को प्रस्तुत कर सरकार को खबरदार करने की कोशिश की गई लेकिन उस समय यूपीए सरकार सहित राज्य सरकारों ने भी इसलिए अनदेखा कर दिया गया ताकि चुनावों से पहले विभ्न्नि राज्यों में चल रहे विकास के राग की पोल न खुल जाए। लेकिन लगता है अब जब राहुल गांधी ने एमएस स्वामीनाथन को पार्टी से जोड़ने की कोशिश की तो उनके सुझाव पर ही कांग्रेस ने चुनावी घोषणाओं में ‘सबको अनाज’ देने को प्राथमिकता के तौर पर लिया।
यह रिपोर्ट इस बात की ओर स्पष्ट हिदायत देती है कि केंद्रीय और राज्य सरकारों के लिए अभी सबसे बड़ी जरूरत देश के लोगों को दो वक्त पोषित भोजन उपलब्ध कराने की है ताकि भारत में सब से अधिक भूख और कुपोषण होने का कलंक मिटाया जा सके। रिपोर्ट के मुताबिक विश्व के सभी देशों में भारत में भूखे रहने वाले लोगों की संख्या सबसे अधिक है। भारत विश्व के भूख चार्ट में पहले नंबर पर है। ‘ग्रामीण भारत में खाद्य असुरक्षा’ की स्थिति पर जारी इस रिपोर्ट में बताया गया है कि भारत में सबसे अधिक 23 करोड़ लोग अल्प-पोषित हैं। विभिन्न राज्यों के गावों में की गई इस सर्वे में 19 में से 11 राज्यों मंे 80 प्रतिशत से अधिक बच्चे एनीमिया के शिकार पाए गए और एनीमिया के अनुपात में पिछले छह सालों में 6 प्रतिशत की बढ़ोतरी दर्शायी गई है। केवल यही नहीं रिपोर्ट में भारत में पांच वर्ष से कम उमर वाले कुपोषित बच्चों की संख्या भी सबसे अधिक 47 फीसदी बताई गई है जो कि सब-सहारा अफ्रीका की 28 प्रतिशत से भी अधिक है। पांच से कम आयु वाले अविकसित बच्चों का प्रतिशत भी 48 है जो कि विश्व में सबसे अधिक है।इन तथ्यों से जाहिर होता है कि सबसे अधिक खाद्य उत्पादक होने वाले इस देश में निचले स्तर पर भूख और कुपोषण की ऐसी भंयकर स्थिति का एक बड़ा कारण खाद्य कुप्रबंधन है। यूपीए सरकार के तहत वर्ष 2007-08 में देश में 32 मिलियन टन खाद्य उत्पादन में वृद्दि हुई लेकिन इनकी कीमतों में 6 प्रतिशत सालाना बढ़ोतरी के चलते और अनाज की उपलब्धता में कमी के कारण गरीबों की थाली खाली रही। ग्रामीण गरीबों में भूख और कुपोषण के ग्राफ बढ़ने का अन्य कारण अनाज का उचित वितरण न हो पाना है।
रिपोर्ट में लक्षित सार्वजनिक वितरण प्रणानी(पीडीएस) पर प्रहार करते हुए कहा गया है कि देश के इस सबसे बड़े कार्यक्रम ने गरीबों में खाद्य असुरक्षा बढ़ाने का काम किया है। दरअसल सार्वजनिक वितरण प्रणाली में भ्रष्टाचार, अकुशलता और गरीबों के आकलन की गलत प्रणाली के कारण जरुरतमंदों का उचित आकलन नहीं हो पा रहा। परिवार की पात्रता का निर्धारण सही नहीं हो पाने के कारण पीडीएस का यह कार्यक्रम अपने उदेदश्य को पूरा करने में समर्थ नहीं हो पा रहा। रिपोर्ट में इस बात पर भी जोर दिया गया हैे कि सरकार की ओर से किए जाने वाले गरीबों के आकलन में बीपीएल में दर्ज नहीं होने वाले लोगों में क्लोरी की कमी का मूल्यांकन नहीं किया जाता। जिसके कारण बहुत से लोग क्लोरी की कमी के कारण कुपोषण का शिकार हो जाते हैं। लेकिन आकलन में केवल गरीबी के आधार पर लोगों को लक्षित किया जाता है। इसमे कुपोषण को शामिल नहीं किया जाता जबकि हकीकत यह है कि कुपोषण के शिकार व्यक्ति का विकास रूक जाता है और वह प्राय कई प्रकार की बीमारियों का शिकार हो जाता है आखिर यही बीमारियां उसकी मौत का कारण भी बनती है। प्रति व्यक्ति क्लोरी उपभोग में कमी की प्रवृति समूचे भारत में देखने को मिलती है इसलिए कुपोषण के कारण होने वाली मौतों को रोकने के लिए क्लोरी का आकलन जरूरी है।
मध्यप्रदेश जहां चुनाव में विकास अहम् मुद्दा बनता है वहां भूख कुपोषण की हालत सबसे चिंताजनक है क्यांेकि मध्य प्रदेश भूख और कुपोषण की सूची में सभी राज्यों में पहले स्थान पर है और विश्व में तीसरे नंबर पर आता हैं। पिछले साल अक्तूबर माह में इंटरनेशनल फूड और पालिसी रिसर्च की राज्यवार रिपोर्ट में मध्य प्रदेश भूख की सूची में ‘अति खतरनाक’ श्रेणी में पाया गया। यह रिपोर्ट अक्तूबर 2008 में जारी की गई थी इसमें मध्य प्रदेश का नंबर इथोपिया और चैड के बीच पाया गया। सर्वे के मुताबिक राज्य में कुपोषण 60 फीसदी है। जो भारत में सबसे अधिक है। रिपोर्ट जारी होने से केवल तीन माह पहले यानी जुलाई से सितंबर 2008 में मध्यप्रदेश के सतना जिले में 150 गावों में कुपोषण के कारण 42 मौतें हुई। इन मौतों को देखते हुए विधानसभा चुनावों में इन गावों के बहुत से लोगों ने चुनाव का बहिष्कार भी किया। लेकिन राज्य सरकार यह मानने को तैयार नहीं थी कि ये मौतें भूख से हुई हैं वे इन्हें मौसमी बीमारी का नाम देकर अपनी जिम्मेदारी से बचती रही।
मध्य प्रदेश में हांलाकि बाल संजीवनी अभियान, बाल शक्ति योजना और शक्तिमान जैसी बच्चों को पोषित करने की कईं योजनाएं चल रहीं हैं। लेकिन इसका असर जमीनी स्तर पर दिखाई नहीं दे रहा।
भूख की राज्यवार रिपोर्ट के मुताबिक भारत में कोई भी राज्य ‘कम भूख’ या ‘संतुलित भूख’ की श्रेणी में नहीं आता। 12 राज्य जैसे आंध्र प्रदेश, उत्तर प्रदेश, कर्नाटक सहित गुजरात और पश्चिम बंगाल ‘खतरनाक’ श्रेणी में है। इन रिपोर्टों में भूख को मापनेेे के लिए तीन प्रमुख सूचकों -कुपोषण का प्रचलन, बच्चों की मृत्यु दर और क्लोरी की कमी को मापा गया है।
यह सही है कि गरीब राज्यों में खुशहाल राज्यों की अपेक्षा भूख का स्तर भले ही अधिक है लेकिन यह भी एक सचाई है कि तेज आर्थिक वृद्दि का असर निम्न भूख स्तर पर नही पड़ रहा। हाल ही में उच्च आर्थिक वृद्दि दिखाने वाले राज्यों जैसे गुजरात,छतीसगढ़ महाराष्ट्र में भूख का स्तर उच्च पाया गया। जबकि तुलनात्मक धीमी आर्थिक वृद्दि दिखाने वाले राज्य जैसे पंजाब में भूख का स्तर कम था।
वास्तव में हैरत की बात यह है कि अनाज की बहुलता के देश में भूखों की संख्या भी बढ़ रही है लेकिन उसकी चिंता न तो राज्य स्तर पर दिखाई दे रही है और न ही राष्ट्रीय स्तर पर। विख्यात अर्थशास्त्री अमृत्यसेन का मानना है कि यह शर्म की बात है कि भूख अभी भी हमारे देश में राजनैतिक प्राथमिकता नहीं बन पा रही है।
कांग्रेस पार्टी की अनाज को हर जन तक पहुंचाने की घोषणा ने उम्मीद बंधाई है लेकिन हमें यह नहीं भूलना चाहिए कि बच्चों को पोषित करने वाली मिड-डे मील कार्यक्रम बेहतर होते हुए भी प्रत्याशित परिणाम नहीं दे पाया। इसका एक बड़ा कारण कार्यक्रम को लेकर योजना आयोग और महिला और बाल विकास मंलात्रय के बीच चल रही तनातनी है। इसी प्रकार सार्वजनिक वितरण प्रणाली का भ्रष्टाचार और कुव्यवस्था भूखे तक नहीं पहुंच पाई। ऐसे में सबके लिए अनाज के कानून से महज आशा की जा सकती है कि वह राजनैतिक और आर्थिक सुपरपावर वाले इस देश में हर भूखे तक रोटी पहुंचा सके। वरिष्ठ विकास पत्रकार

बंद दरवाजों के पीछे

घर और परिवार दो ऐसे शब्द जो किसी भी व्यक्ति को सुरक्षा और सुकून का अहसास दिलाते हैं। लेकिन जब घर के अपने, भरोसे और प्यार की दीवारों को गिराकर अपनों को ही प्रताड़ित करने लगते हैं तो यही शांति का घरोंदा इतना हिंसक और घिनौना हो जाता है कि उसमें दम घुटने लगता है। लेकिन किसी भी बाहरी व्यक्ति के लिए इस हिंसक माहौल को भेद पाना उतना आसान नहीं क्योंकि घर की चाारदीवारी के भीतर एक सबसे बड़ी दीवार ‘निजता’ की है जिसकी आड़ में अक्सर शारीरिक रूप से ताकतवर कमजोर को अपना निशाना बनाता है। अमूमन ऐसी प्रताड़ना की शिकार महिलाओं को होना पड़ता है क्योंकि वे घर की चारदीवारी के भीतर शारीरिक ताकत में पुरूषों से कमजोर पड़ जाती हंै। मर्द अपनी इसी ताकत का फायदा उठाकर छोटी छोटी बात पर भी अपना गुस्सा मार-पीट से उतारता है। घर और परिवार की इज्जत की खातिर महिला स्वयं बाहर इसकी शिकायत कर नहीं पाती और निजता यानी प्राइवेसी को भेदने का संकोच किसी को इन बंद दरवाजों के भीतर झांकने की इजाजत नहीं देता। परिणामस्वरूप आज हर तीसरी विवाहित महिला घर के भीतर की हिंसा को खमोशी से झेल रही है।
हाल ही में अंतरराष्ट्रीय मानव अधिकार संस्था ब्रेकथ्रू ने घरेलू हिंसा के खिलाफ एक ऐसा अभियान शुरू किया है जो लोगों को आस-पड़ोस में हो रही मारपीट के खिलाफ दखल देने को प्रोत्साहित कर रहा है। अभियान के तहत टीवी पर दिखाए जाने वाले ‘बेल(घंटी) बजाओ’ के विज्ञापन इस मिथ को खत्म करने का काम कर रहे हैं कि निजता के नाम पर घर के बंद दरवाजों के पीछे पुरुष महिला से किसी भी प्रकार का हिंसक बर्ताव करने के लिए आजाद है और उसकी चीख चिल्लाहट सुनने के बावजूद पड़ोस उसे निजी मामला मान अनसुना करने के लिए मजबूर।
विज्ञापन में मशहूर अभिनेता बोमन इरानी पड़ोस से चीख-पुकार की आवाज सुन कर उनके दरवाजे की घंटी बजाता है। दरवाजा खोलने पर वह पूछता है कि क्या वह एक फोन कर सकता है? लेकिन उसी समय जेब में पड़ा उसका मोबाइल फोन बज उठता है। लेकिन दरवाजा खोलने वाले पड़ोसी की समझ में आ जाता है कि घंटी बजाने का मकसद क्या था? इसी प्रकार अन्य विज्ञापन में क्रिकेट खेलने वाले बच्चे चिल्लाने की आवाजें सुनते हैं। एक बच्चा जाकर घंटी बजा कर पूछता है क्या उसकी गेंद तो यहां नहीं गिरी लेकिन वास्तव में गेंद उसके हाथ में होती है। दरवाजा खोलने वालाउसका इशारा समझ जाता है।

अभियान की सबसे बड़ी विशेषता यह है कि इसमें पुरुषों को हिंसा के खिलाफ सक्रिय होने के लिए प्रेरित किया गया है। अभियान का मकसद यह प्रचारित करना है कि घरेलू हिंसा के खिलाफ मुहिम में पुरुषों की भागीदारी भी सार्थक साबित हो सकती है। ब्रेकथ्रू की कम्युनिकेशन निदेशक सोनाली खान के मुताबिक उन्होंने अभियान के पहले इस मुद्दे पर आम लोगों के विचार जानने के लिए उत्तर प्रदेश, कर्नाटक और महाराष्ट्र में एक सर्वे कराई थी। इस सर्वे से पता चला कि 80 प्रतिशत लोगों का मानना है कि यदि पति अपनी पत्नी को पीटता है तो केवल परिवारवाले ही उसमें दखल दे सकते हैं। इसका मतलब यह है कि लोगों का मानना है कि किसी के घरेलू मामलों में उन्हें दखल देने का कोई अधिकार नहीं। जोकि गलत धारणा है। इसलिए अभियान में आस-पड़ोस के लोगों को किसी भी प्रकार के घरेलू लड़ाई झगड़े में दखल देने के लिए प्रोत्साहित किया गया है। खान मे मुताबिक, ‘‘इसका मकसद यह है कि हिंसा पर उतारू व्यक्ति यह जान ले कि घर के भीतर भी उसे मारने पीटने की सामाजिक मंजूरी नहीं। अपने घर में अपनों के हाथों पिटने, जलील होने और मर्दी ताकत के आगे घुटने टेक, पुरुष के हर अत्याचार को अपना नसीब मानकर चलने की रिवायत लंबे अरसे से चल रही है। लेकिन खतरे की बात यह है कि इस घिनौनी प्रवृति में दिन-ब-दिन बढ़ोतरी हो रही है। राष्ट्रीय अपराध रिकार्ड ब्यूरो के मुताबिक वर्ष 2000 में यदि औसतन 12 महिलाएं घरेलू हिंसा का शिकार होती थीं तो 2005 में इनकी संख्या 160 हो गई।
कुछ समय तक यह आम धारणा थी कि महिलाओं पर हाथ उठाने की घटनाएं केवल अशिक्षित और निम्न वर्ग में अधिक होती हैं। लेकिन आंकड़ों से पता चला कि पत्नी पर बात बात पर हाथ उठाने की प्रवृति केवल निम्न या मध्य वर्ग तक ही सीमित नहीं। बल्कि इनकी संख्या उच्च-मध्यम वर्ग और उच्च या ‘इलीट’ क्लास में भी कम नहीं। इलीट’ क्लास की महिलाएं निम्न वर्ग की अपेक्षा खमोशी से इस शोषण को झेलती है। यहीं नहीं मध्यम और उच्च वर्ग में मारने पीटने के अलावा बात बात पर ताना उलाहनांे से लज्जित कर मानसिक शोषण की घटनाएं भी अधिक देखने में आ रही हैं। अंग्रेजी बोलने वाली, प्रबुद्व और उच्च पदों पर काम करने वाली महिलाएं भी इसकी शिकार हैं। अब जैसे-जैसे इन संपन्न घरों की महिलाएं अपने अनुभवों को बताने लगी है यह धारणा निराधार साबित हो रही है कि घरेलू हिंसा का कारण अशिक्षा, आर्थिक तंगी और जागरूकता की कमी हैं। महिला अधिकारों के प्रति सजग, फिल्मी हस्तियां, माॅडल या ऊंचे ओहदों पर आसीन महिलाएं भी घर परिवार को बचाने की खातिर लंबे समय तक अपने ऊपर होने वाले अत्याचारों को सहन करती हैं।
अब अंजना(बदला हुआ नाम) के मामले को ही लें। अंजना की दोनों बाजुओं पर नील के बड़े-बड़े दाग थे। उसने डाक्टर को बताया कि कल वह बाथरूम से फिसल गई थी। लेकिन अंजना को डाक्टर के पास लाने वाली उसकी बहन जानती थी कि यह क्रिकेट खेलने वाले बैट के निशान हैं जिससे उसके पति ने कल रात उसकी पिटाई की थी। 40 वर्षीय अंजना मुंबई शहर की एक जानी मानी ईवन्ट कंपनी की मालकिन है। कई पुरुष उसके नीचे काम करते हैं। वह पढ़ी लिखी आर्थिक रूप से संपन्न और उच्च वर्ग से संबंध रखती है। लेकिन पति की इस आदत के खिलाफ वह अपनी छवि बिगड़ने के डर से कुछ भी बोलने को तैयार नहीं ।
सााफिया पूर्वी दिल्ली की झुग्गी बस्ती में रहती है। उसे पति से पिटने की आदत हो चुकी है। कुछ समय पहले साफिया की दाहिनी आंख सूज कर लाल हो चुकी थी। उसे इस आंख से बिल्कुल दिखाई नहीं दे रहा था। उस दिन वह किसी के घर काम पर भी नहीं जा सकी। किसी को क्या बताती? रात को उसके पति ने खाली शराब की बोतल उस पर फेंकी। जो उसकी आंख पर लगी। गनीमत कि वह टूटी नहीं। साफिया अपने शराबी और गुस्सैल पति के ऐसे हमलों की आदी हो चुकी है। क्योंकि जिस झुग्गी बस्ती में रहती है वहां की अधिकतर महिलाओं के लिए घर के पुरुषों की मार सहना एक रूटीन बन चुका है।
सरकारी कंपनी में कार्य करने वाले अभय ने जब सुनंदा से शादी की तो वह एक निजी कंपनी में ब्रांड मैनेजर के पद पर काम कर रही थी लेकिन अपनी मेहनत और योग्यता के बल पर शादी के पांच वर्षों में ही वह एक मल्टी नेशनल कंपनी में ह्नयूमन रिर्सोसज मैनेजर के पद पर पहुंच गई। हमेशा एक कामकाजी पत्नी की चाह रखने वाले अभय से पत्नी की यह तरक्की बरदाश्त नहीं होती। इसी की झल्लाहट वह रोज रात को पत्नी के साथ बलात्कार कर निकालता है। सुनंदा के लिए यह प्रताड़ना झेलना कठिन है, पर किस से कहे।
ऐसी मिसालों की कमी नहीं जो स्पष्ट करती हैं कि हिंसा की प्रवृति किसी भी क्लास, जात या स्तर की सीमा में बंधी नहीं। कुछ समय पहले टीवी सीरियल की चर्चित अभिनेत्री श्वेता तिवारी ने अपने पति राजा के खिलाफ काफी समय तक खमोश रहने के बाद मारपीट करने की शिकायत दर्ज की थी। हाल ही में गायक अदनान सामी की पत्नी ने उसके खिलाफ मारने की शिकायत दर्ज कराई है। हांलाकि देखने में आया है कि सेलिब्रेटी महिलाएं अपनी लोकप्रियता की खातिर ऐसे मामालों को उजागर करने से अधिक संकोच करती हैं। ज्यादातर महिलाएं अभी भी यह मानकर चलती हैं कि पति का पत्नी पर हाथ उठाना अनुचित नहीं।
राष्ट्रीय परिवार स्वास्थ्य सर्वे-3 (2006-2007) के मुताबिक 54 प्रतिशत यानी आधी से अधिक पत्नियों का मानना है कि किन्ही विशेष कारणों से पति का पत्नी को पीटना न्यायोचित है। 41 फीसदी महिलाएं मानती हैं कि यदि वे अपने ससुराल वालों का अपमान करती हैं तो पति पीटने के हकदार हैं और 35फीसदी का मानना है कि यदि वे घर या बच्चों की उपेक्षा करती हैं तो पति का पीटना जायज है।
महिलाओं को चारदीवारी के भीतर पुरुषों के वहशी रवैये से निजात दिलाने और घरों के अंदर की हिंसा को कानूनी दायरे में लाने की दृष्टि से अक्तूबर 2006 में ‘‘घरेलू हिंसा से महिलाओं को सुरक्षा अधिनियम-2005’ लागू किया गया है। महिलाओं को घर परिवार में समान हक दिलाने के लिहाज से यह एक बेहद ही सशक्त अधिनियम है इस में पीड़ित महिलाओं के सभी पहलुओं को कवर करने की कोशिश की गई हैै। विधेयक की सबसे बड़ी विषेशता यह भी है कि इस में पीड़ित महिला अपने वैवाहिक घर या जिस घर में वह आरोपी के साथ रह रही थी उसमें रहने की हकदार बनी रहती है। भले ही उस घर में उसका कोई हिस्सा न हो। इस प्रावधान के मुताबिक आरोपी को पीड़िता को घर से निकालने का कोई अधिकार नहीं रहता। अधिनियम सुरक्षा अधिकारियों के माध्यम से पीड़िता को मेडिकल और कानूनी सेवाएं प्रदान करने की सुविधा भी देता है। लेकिन कानून बेहतर होने के बावजूद महिलाओं का इसका लाभ नहीं मिल पा रहा। इसका एक बड़ा कारण इसके अमलीकरण की प्रक्रिया में आने वाली बाधाएं हैं।
पीयूसीएल की उपाध्यक्ष और एडवा के कानूनी सहायता विंग की अध्यक्ष सुधा रामालिंघम मानती है कि महिलाएं इस का फायदा नहीं उठा पा रहीं क्योंकि कानून को लागू करने में संसाधनों की कमी है। घरेलू हिंसा के मामलों से निपटाने के लिए अलग अदालतों और अतिरिक्त न्यायधीशों की जरूरत है। लेकिन जो न्यायधीश अभी इन मामलों का निपटारा करने में लगे हैं उन पर पहले से ही कईं दूसरी जिम्मेदारियां है। घरेलू हिंसा के मामले उन्हें अतिरिक्त जिम्मेदारी के रूप में सौंपे जा रहें हैं। कानूनी सहायता प्रदान करने के लिए पर्याप्त संख्या में सुरक्षा अधिकारी भी मौजूद नहीं है। सेंटर फारॅ सोशल रिसर्च की अध्यक्ष रंजना कुमारी का कहना है न्यायधीशों के पास घरेलू हिंसा के मामलों को देखने के लिए समय ही नहीं और न ही सरकार के पास सुरक्षा अधिकारियों के लिए बजट। इसलिए जो महिलाएं शिकायत करने की हिम्मत भी जुटाती है उन्हें न्याय नहीं मिल पा रहा। उन्होंने बताया घरेलु हिंसा का मामला दर्ज कराने वाली एक पूर्व केंद्रीय मंत्री की पत्नी अदालती आदेश के बावजूद उसके आरोपी पति उसे घर में घुसने नहीं दे रहे। ऐसे में आम महिला के मामले की सुनवाई क्या होगी। पिछले दिनों दिल्ली की मुख्यमंत्री शीला दीक्षित ने स्वयं कहा था कि घरेलू हिंसा के मामलों के लिए सुरक्षा अधिकारियों की कमी है। रंजना कुमारी का मानना है कि केवल कानून बनाने से कुछ नहीं होगा उसके अमलीकरण के लिए सरकार को बजट भी बढ़ाना होगा और जागरूकता फैलाने के प्रयासों को प्रोत्साहित करना होगा।

हर राज्य की वही कहानी
महाराष्ट्र की महिला बिहार की महिला से अधिक सुरक्षित नहीं। कहने का अभिप्राय यह है कि घरेलू हिंसा के मामले में शिक्षा, संस्कृति और क्लास में भिन्नता भी पुरूषों के महिलाओं के प्रति नजरिए को अधिक प्रभावित नहीं करती वर्ष 2008 में इंटरनेशनल इंस्टीइयूट आॅफ पापुलेशन साइंसेज और पापुलेशन काउंसिल आॅफ इंडिया ने 6 राज्यों में एक सर्वे कराई। इसमें 15 से 29 साल के 8,502 विवाहित पुरुषों और 13,912 विवाहित महिलाओं से बातचीत की गई। सर्वे के परिणामों के मुताबिक महाराष्ट्र में जब 27 फीसदी महिलाओं ने अपने पतियों के हाथों पिटने की बात को स्वीकारा तो बिहार में 30 फीसदी महिलाएं इसी प्रकार की हिंसा का शिकार हुई थीं। हिंसा की ये घटनाएं केवल अनपढ़ घरों से नहीं बल्कि कामकाजी गैर कामकाजी, शहरी और ग्रामीण क्षेत्रों में एक समान दर्ज की गईं थीं।
क्या कहता है कानून
घरेलू हिंसा से महिलाओं की सुरक्षा अधिनियम 2005

  • यह अधिनियम मारपीट या मारपीट की धमकी, शारीरिक और यौन हिंसा, मानसिक और आर्थिक शोषण को घरेलू हिंसा के दायरे में मानता है।
  • यह पीड़ित महिला को पति के घर में रहने की सिफारिश करता है। ऽ यह कानून केवल विवाहित पत्नी ही नहीं बल्कि बहन, मां या अन्य महिला संबंधियों को भी सुरक्षा प्रदान करता है। यह बिना विवाह के पुरूष के साथ रहने वाली महिला की सुरक्षा को भी कवर करता है।
  • इसमें आरोपी को एक साल की सजा और 20 हजार के जुर्माने का प्रावधान है।
  • यह कानून पीड़ित महिला को चिक्तिसीय और कानूनी सहायता प्रदान करने की हिदायत भी देता है।

Pregnant women trek miles to reach doctor

DEVLI (Tehri Garwal): About 24 km from Mussoorie one of Uttaranchal’s most enchanting hill stations, is the picturesque little town of Dhanaulti. Situated among lush green forests and surrounded by sky kissing mountains, Dhanaulti has a special place on the tourist map. There is nothing that the place lacks in the name of comfort. High altitude seems to have ensured for it a high level of luxury too. But villages like Divali, Chandaukhi Khaniri and Dande ki Beli, located just 2 km to 6 km down the valley, have not seen even the ‘D’ of development. All these villages form part of the village assembly of Dande ki Beli. But the entire area lacks any kind of roadway. Narrow, zig-zag pathways created after clearning the mountains are the only way of reaching these villages.
Going down 2 km over uneven, narrow path in four hours, one comes across a skinny woman called Bindra who is feeding fodder to her cattle. Thirty-year-old Bindra has lost two children in childbirth’. She was married when she was only 18. Two years after the wedding, she had a son but he survived for only one month. Next year, she again gave birth to a girl child, but she too could barely survive for one month. Now her only dream in life is to be the mother of a healthy child. But this dream will probably remain a dream for her because she has been told by doctors in Dehra Dun that quack medication and inexperienced hands at childbirth have resulted in a shift in the position of her uterus.
Says a sad Bindra, "Having been born in the mountains, we will have to live with all this. Who will come here to treat the patients? If you are ill you will have to bear the consequences also."
Bindra’s father, 50-year-old Commander Singh, informs that there is a government clinic in Dhanaulti but in case of need nothing is available there also.
Commander’s family survives on the vegetables that it grows on a piece of land just outside the house. The vegetables are laden on to mules and then taken up to Dhanaulti. After cutting fodder, feeding it to cattle, collecting wood from the jungle, arranging for drinking water and cooking the food, the women here have to depend solely on kitchen remedies for whatever big or small ailment that they may have.
Kundana Devi, 67, says that all the childbirths in this area take place at home. The elder women of the village perform this job. At times the help of a midwife is also taken. Neither the child nor the mother is ever given any kind of injection.
Pointing towards her five grandchildren, aged between two and eight, she says none of them was ever given any injection.
According to Sona Devi, children here are born in God’s name and in God’s name do they grow up.
In case of a difficult pregnancy one has to go to a hospital either in Dehra Dun or Mussoorie. That calls for an expenditure of at least Rs 7,000-8,000 which is often unaffordable. To go to a hospital one has to first walk over risky terrain till Dhanaulti and from there catch a bus which comes just once a day. So many infants thus die in their mother’s womb.
There is a sub-medical center in Dhanaulti, which is meant for villages from Devali to Dande ki Beli and even beyond, but in the absence of any form of a connecting road none of the villagers is ever able to reach there and neither are the nurses able to reach the villages.
Traversing a distance of 10 km from here one reaches Uniyal, which comes under Tehri district of the Garhwal region. There are 120 families living here in Saklana Patti. Inside a mud house, one meets 25-year-old Madhu, who, with her two-day old baby, is lying in the corner of a dark room. The whole room is full of smoke emanating from the Chulha. Eyes start burning and then watering because of the smoke as soon as one enters the room. But amidst the claustrophobia, Madhu is busy trying to nurse her child. Her mother-in-law is worried whether even this grandson of hers would be able to survive or not.
Madhu has so far given birth to two children, but neither lived beyond a month. She does not know the reason. Neither Madhu nor her child were immunised. To get a shot of injection we have to travel 7 km to Satya village, says Madhu. The bus goes there but just once a day. Hence, most of the time one has to just walk the entire distance. No nurse ever visits the village.
An educated (till class XII) Mira Uniyal, who has come here to her mother house from old Tehri says that the problem is not just in Uniyal village. All the 40-42 villages of Saklana Patti, are suffering due to lack of medical facilities. The primary health centre is 7 km away. Government nurses do not go to the villages. Till sometime back, there was not even a trained midwife in the village. Private nurses take a fee for delivery. Tehri Mira has a nurse near her house who charges Rs 500 for a delivery and Rs 20 for checkup.
About 30 km from Mussoorie, all the villages that fall midway to the famous Sarkanda Devi, are facing the scarcity of not just water, electricity and schools but also medical facilities. These villages of the Tehri region are miles away from the Safe Motherhood Programme of the government. The Government is supposed to be spending lakhs and crores on schemes which entail registration of pregnant women, providing them nutritious food and inoculating the children, but in reality the exact opposite is happening. Children are not just being born the old way, they are also surviving the old way. A medical centre is at least six hours from many of the villages. But even after reaching there what one gets is iron capsules or sundry tablets for select ailments. In cases of emergency, pregnant women or ill people have to be lifted on cots or mules till Dhanaulti, from where a bus has to be boarded to cover a distance of 22 km till the Mussoorie hospital.
The situation is better in villages which are connected by road. But here too childbirth is mostly a home affair. A Rural Child Health (RCH) programme had begun in this region in 1997 with the aim of providing pre and post-natal medical facilities so that the mother could be assisted in delivering a healthy child through safe and healthy method.
B.S. Negi, a retired government official residing 4 km away from Uniyal in Majhgaon, says that Saklana Patti has but one health centre and one ayurvedic dispensary. The nearest hospital is 60-70 km away. Nowhere here is a facility available for check-up of the ailing. Numerous women and newborns keep dying everyday, of which there is no record in government files.
Health officials in the Tehri region blame the paucity of facilities on staff shortage.
But the foremost thing that the women of the hills need for a healthy life is roads connecting them with the rest of the world. What also needed are mobile dispensaries which can penetrate far-flung areas and provide help where it is most needed.

Silent crusaders for water harvesting

DROUGHT in some parts of the country, notably Rajasthan and Gujarat, made big news in the months preceding the monsoon. The media was busy in reporting the gruesome picture of the first drought of the new century. Some even dubbed it the worst-ever in the past hundred years. The print and visual media were competing with each others in bringing pictures and stories of this drought. But grassroot and community-level efforts, which were made to fight the drought without any government help, were not highlighted in their proper perspective.
A story bigger than the drought itself was efforts made by communities and individuals to meet the challenge posed by the drought. Several innovative, traditional methods of water harvesting saved the day for a number of villages in the two worst-affected states. Deepening village ponds, recharging dried wells and construction of simple watershed successfully, enabled villagers to face the acute water shortage. Unfortunately, the media largely ignored these efforts in its eagerness to project the horrors of the “worst-ever drought”. An attempt has been made to record such success stories in a study commissioned by Charkha and the National Foundation for India. The study called “paani ghano amol” (water is too priceless) is a compilation of some of the extraordinary stories of rural communities devising their own ways and methods of conserving water in villages of Rajasthan and Gujarat.
Villagers are adopting different methods for water harvesting and conservation. They have demonstrated that rainwater can be collected in dried-up ponds, old village wells can be recharged and ponds with plastic lining can effectively hold water. The lining also helps water from becoming saline. In some villages it was found that there was no water scarcity at all, when other villages in the same area were passing through a crisis. “This is the last year when we are using drinking water from government tanks. From next year we will not need this help at all”, says Jaidev, a proud and confident deputy sarpanch of Adloi village in Bhavnagar district of Gujarat. The reason for his confidence is a tank that villagers are constructing near the village — it will have the capacity to hold 8,000 cubic metres of water.
Kharkali village of Kochar Ki Daang in Sawai Madhopur district of Rajasthan has a similar story to tell. Houses in this as well as several other drought-prone villages used to be found locked during the summer season. People from these villages waned migrate to other villages from March to June every year, since they had no water to drink during these months. These villages are located in a hilly terrain. But there is no more migration now. With the help of the active NGO, Tarun Bharat Sangh, villages from this area have learnt to store water by constructing small tanks around their dwellings and fields. Stored water in these tanks is now sufficient for villagers as well as their animals in the summer months, in some cases up to June.
The worst-hit Saurashtra region of Gujarat too has its share of success stories. There are crusaders like Premji Bhappa who are spreading the message of “plant a tree and get rain”. Bhappa is also engaged in making people of the region realise the importance of preserving groundwater. “I realised this four decades back. I have been telling people that at the speed at which the water levels are falling, there will be no groundwater left very soon. We can stop this depletion only when we put back into the ground the quantity of water which we draw from it”, says Bhappa. He has been educating villagers how to recharge open wells. The first time he recharged a well was 31 years ago. In 1992, when there was a severe drought, people took to the idea of recharging wells. Since then the message has spread far and wide in the region.
In Bhenkra village of Sabarkundala taluk of Amreli district, local resident Chaganbhai has an interesting tale to narrate. He says his father, Bhagwanabhai, was the first in the village to try out watershed development in his own novel way. He had blocked the village water drain by putting mud and stones to prevent water from flowing out to open areas. Using this experience of conserving water, villagers have benefited through the years. Now, with the help of local NGOs a proper watershed development programme has been started in the village. The watershed is being used to collect rainwater effectively. Chaganbhai is also engaged in teaching various water conservation techniques. Villagers recall that thanks to him, six-seven wells in the village were flowing with water even at the peak of summer this year.
Asakro village in Dhundka taluka has a population of about 2,500 people। But it has never faced water scarcity even during the worst drought years. Village elder Mistry Shyamjibhai recalls that for the past 40 years he has not seen the bottom of the village pond. Thanks to water conservation and constant recharging, even in the month of June the pond has sufficient water for the entire village. Due to groundwater recharging, wells in the village also don’t get dried — some of them have water levels up to 30 feet in summer. In Tatu village in Gadra taluka of Bhavnagar district, villagers have constructed three check dams to hold rainwater. In Saurashtra, yet another silent crusader is Shyamjibhai Antala who has taken upon himself the task of reviving dried wells in all the drought-prone villages. Through the Saurashtra Lok Manch, Shyamji has taught the technique of recharging wells to some 1200 villages. He has held gram sabhas to train villagers in this technique. Even the Madhya Pradesh Chief Minister has sought his expertise in bringing about awareness in his own state. Now the Rajasthan Government is also keen to utilise the services of Shyamji.
